I have in the past suggested that a TLD, .CAT, be created for
international groups like this to operate registries for 3LD's.
For instance:

Who decides what constitutes a city? Here in B.C. the City of Greenwood
has a population of less than 100. Would Moscow, Idaho get moscow.city
or should it be reserved for the Russian city Moskva, popularly known as
Moscow? This is a bad idea. If you are going to use geography in the DNS
then copy either the .CA or the .US domain and build in the whole
geopolitical hierarchy.

Which of the three cities named Santiago gets Santiago.city ?
