So, the next step then is to decide on a set of criteria by which one can
unambiguously determine whether or not any given TLD should only be run by
an `appropriate international industry association' or not.

The fact is that people are just too lazy to type *anything* these days.

These sort of things should be handled via global directory 
structures (a la yahoo).

This is bound to introduce problems. There are quite a few cities around 
the world with identical names I would guess.

You just cannot go about creating nice & short names without 
ever running into name clashes.
