process questions

Happy new year.

Will the respective organizations of the members of the IAHC be
prevented from making an application to run a regestrie and/or
running the CORE database?

Whom will the IAHC get to run the Lottery and how will the
process be overseen to be truely randomand fair?

I just wanted to see the same rules apply that anyone
would find on the back of a Captin Crunch Box.
