Given the amounts of complaints about the InterNICs database
implementation and design it might be worth studying their specs to learn
from their mistakes and do it better (please correct me if this is the
wrong impression, I am very biased since I created the latest version of
the RIPE database that is used as the IP registry software in Europe&Asea
and by many ISO TLDs around the world). Note that we can *not* entirely
blame NSI for this since they were the first and certainly have a lot of
legacy problems...

Furthermore, it might be worthwhile to first reach consensus on what
exactly the task of the central repository will be before diving in the
details of a particular implementation. Talking about 'guardians' versus
'maintainers' or other mechanisms is according to me something that
should be discussed later.
