  In one sense that's quite correct, but I'd suggest that it's
such a close parallell to the problems which lead to the IAHC
that it needs to be ``sent upstairs'' from here.

  Would you care to nominate an appropriate forum for this related 
discussion, for the members of this discussion group who also wish to
