At some point in the DNS hierarchy an entity gains total control over the
domain delegated to them. Beyond that point, whois information doesn't
need to be publicly available since it is sufficient to contact the people
who have total control over a domain. So, just because Okanagan University
College has a 3LD okanagan.bc.ca doesn't mean that their whois information
should be private.
