Updated draft befor final?

All,

  I is apprent tht there will be no updated draft prior to the final
draft, for discussion or give some indication as to what, if any
progress towards a REAL consensus as is this list would have 
been the promise, unless there is some comment from members to the
contrary.

  This being the case, which I am sure some on this list are still
hopefull, I suppose that we can all hope that there has been serious
consideration to the major points of contention.  However we will all
be waiting for the answer to that as to what the final draft containes.

  I, for one am still hopefull in this matter.  If however, there is 
not some serious modification to that draft (Dec 19), than one can only
conclude that "consensus" was not the at any point, a consideration
given as a part of the discussion on this list.
