I agree with Leo here. It appears that there is much in the current
DEC 19th draft that has in my humble opinion, some serious legal
deficiancies.
I hope the you, Kathryn will review this Dec 19 draft closely, as I and
my
legal counsel have.
I would very much like to share some of those concerns with you and
the
DNRC at your convienance.
