I specifically said users as opposed to list members for a reason.  The
proposal must first and foremost serve them.  I'm interested in the
registrar's well being only to the extent that it's necessary to server DNS
users.

I haven't heard users objecting to 1, 2, or 4.  

As a user, 1 (registrars sharing the cost of the process) is OK with me
because I expect to pay my fair share of the cost to run the registry
through what I pay my registrar.  Seems reasonable.  

2, the lottery, is OK because I want it to be reliable and as long as there
are (say) 10 registrars I'll have plenty of choices.  More would be great.

4, the shared model, means that I can change registrars if service is bad.
I like that.
