  Well according to Dave, the Dec 19 draft IS the interim draft.
I could at least agree that some notes should be posted on meeting
minuets.  But a updated draft prior to the final is much better and
reasonable.  Otherwise what is considered by a few to be a consensus
will
only be that opinion of the members, not what is acctualy been stated.
