Confused?



Having just got around to seriously considering the draft document, I
discover that not only does it really set out incredibly little except for
an attitude, it seems to contradict itself. Can anyone shed any light on
the following from the draft:

5.Applicants must commit to sharing all gTLDs.

4.1 Definition of Terms
A registry may have multiple registrars ... [so it equally may not?]
If the registry is a monopoly, the steward, the registrar, and the operator
of the repository are typically one in the same ...

I find the whole document difficult to interprete. It gives very little
away for such a huge undertaking. Who is running the actual servers and
bandwidth? Who is paying for this? If the gTLD's are shared, there is no
obvious candidate. Or is there another process? Or is it Network Solutions?
What fees will be payable to whom?

Any clarification from IAHC?
