The document specifies that the 60 day wait only goes into effect
after the existing gTLDs are managed in the same manner -- that is,
after there is a 60 day wait on .COM. If you have a 60 day wait
anywhere, you will have it everywhere. It was considered important
that the new gTLDs not have a competitive disadvantage versus extant
gTLDs.
