I think IAHC is assuming a model at the moment, and hasn't
left room for adoption of the other.
I'm of the opinion (in
http://www.iahc.org/contrib/draft-cb-ownership-00.txt)
that charging a renewal fee of non-trivial size is an implict assumption
of ownership, which is **not a good thing**.
If the IAHC wished to leave the question open, for later
settlement, I'd suggest :

registrar has the option of charging it for a term (such as annually)
for all changes and updates during the term, periodically

source (ie, is a lame delegation). An unused one is one in which
there is no reachable host. CORE shall define suitable periods
of unusability and disuse sufficient to result in the domain being
made available to other claimants.<P>

I suspect you give the registrar a signed letter of authorization,
and he faxes Appendix B and a copy to the CORE (and perhaps the old
registrar) in order to cover himself. Besides putting it into his
official filing cabinet!
It's plausible that the registrar in France might well ask to see
your California Drivers License before faxing out the letter (:-))
