I don't know what part of the country some of these people live in, but I
can get a *T1* installed on an expedited basis, in some cases, within 24
hours.
This is particularly true in the business district here, where many of the
buildings are directly on one or more fiber rings and it is a matter of
*programming* to deliver the circuit (rather than physically installing
anything).
We pre-wire for an OC3s worth of these at a time; on our side its a patch
panel crossconnect.
With virtual servers (we run a *hundreds* of them) I can have service
established within an hour or less from the time the order comes in until
the server is online.
