I believe the concept is that the IAHC is making decisions, and we are
providing comments -- not vice versa. If you went into this with the
assumption that the reverse would be true, I can see where you might be
disappointed. It remains to be seen a) how much the IAHC will be
affected by feedback from us, and b) whether the feedback from this
list matches the feedback from other sources.
One can be optimistic, or one can be pessimistic, but I feel it's
important to recognize that the lack of interim drafts does not prove
anything about either points a or b above. It's a bad idea to assume
that the IAHC is going to ignore feedback simply because their model of
what this list is for differs from yours.
