This waiting period creates a whole industry of lawyer letters
threatening legal action. The number of disputes will go *UP*, not
down, because the IAHC has created a mechanism to encourage disputes
right from the beginning of the application process.

The IAHC could always design the name space properly in the first
place. This would take care of most of the "Symptoms".
