  This is only partialy true, but has merit.  Unfortunatly the IAHC 
does not have the force of law to be the policeman, therefore, as has 
been pointed out by several layers on this list, there is no basis
for your anaology here.  Bad premise, bad conclusion.  Unsound 
argument, if that is what this is?

  Well, you have a small point here Perry, but i doubt that most people
in this country feel that safe about their local or federal police 
departments or agency's.  I know I have not for several years.  
( look at the Richard Jule situation for example).  So this argument
in respect to what is perposed, carries almost no weight.  Not to
mention
the fact, as I stated above, IAHC has no such powers in the first place.
