Why would the rest of the world bend over backwards to accommodate
countries like France and Iraq in their efforts to assert control over
their citizens ? IMNSHO, barring jurisdictions with unreasonable
encryption laws from interfering in the international network effort
should be seen as something positive.

I believe this is incorrect. From the pgp-2.6.3 readme file:
