it is appropriate to mention that I agree with you 100% that gTLDs may need
different registration policies. For example, if a 'family name' or 'personal'
TLD was created, it's clear it's not going to scale very far if you allocate
family names directly as SLDs (e.g., smith.foo). In some cases, specific
allocation policies per gTLD need to be defined appropriately and shared access
to gTLDs means that it will be in the interests of all registrars to assure
that registrations under the gTLDs are delegated in the interests of scalability.
