  I agree with you here.  This could easily be accomplished without a
huge
ongoing and escalating expense.  Some initial cost would be necessary
for
setting up a "DIgital Signature extension" that is currently handled by
a
recognized Certificate Authority.  Those mechinisms/Authorities are
already
in place currently and should be considered for use for this process.
