In their 19 Dec draft, the IAHC argues a need to limit the number of registrars,
and suggests a lottery to select from the applicants.
May I suggest another way to fulfil that need:
by providing disincentive for potential registrars to apply.
Considering:
that registrars as members of the CORE are required to sign and
uphold the rules of the CORE MoU;
that speed of service is a strong mode of competition in the internet
business, that could potentially be used between registrars;
that the rules as proposed in the 19 Dec draft disable such competition;
potential applicants may wish research their liability under statutes like, eg:
the 1890 Sherman Act, Section 1;
the 1958 Treaty of Rome, Article 85, section 1(a);
the Consolidated Statues of Canada, chapter C-34, part VI
