  I sure agree with this, Chris.  But I believe that IAHC will not be
able
to insure this initialy.  That does cause a problem, becouse if NSI is
not included, than you really do not have a TOTALY SHARED model here.

  Well Dave, this almost sounds like having folks on the list do some of
the leg work for the IAHC, gratus!  I find that a bit obtrusive, no
offense.
Than again I may be missinterprating what you mean by "Estimate".  

  In addition I have yet to see a budget esitmate from IAHC or CORE in
this
reguards as well.  That being the case, where is the justification for
your statment here.  Kind of the pot calling the kettle black, isn't it?
