The North American toll-free numbers are administered by some little
company that maintains the database of 800 and 888 numbers. And of course
you can go to MCI or Sprint or AT&T and get a toll-free number. The little
company is forbidden, as part of its contract, to play both roles (retail
toll-free number provider and database administrator).
This model would be ideal for handling of COM after the NSI contract expires.
