I wasn't thinking about race conditions at all, actually.
Tne exceptional cases were people wishing to shut down
domains, or move to different registrars, and registrars wishing to
shut down domains for nonpayment and the like. Allocations is easy:
the other stuff is harder. I posed the problem in
<A HREF="http://java.science.yorku.ca/~davecb/tld/model.html">
Modelling the Process</A>, which (alas!) implicitly assumed that
registrars rented out domains annually. The rest of the model
works, though, and can be turned into a specification which is
amenable to analysis (albeit by brigther people than I!)
