If people in those countries do not feel they are being properly served by
this fellow in Kinshasa then they can do something about it. Get a group
of people within the country to form an organization to do the job and
petition IANA to move the delegation to this group. In the meantime
people can still register .com domains and if they want to they can always
register mybusiness-rw.com, myschool-rw.com.
