IMHO, no. However if people within these countries wish to take over the
operation of the TLD's in question then I am sure that IANA would be
happy to assist you to do so. However it is highly unlikely that IANA
would simply withdraw the TLD's in a vacuum nor would they act because
some third party does not like the situation. However if Internet users
and prospective Internet users within the countries in question petition
IANA to change the delegation and if they agree to maintain existing names
that have been already registered in the TLD then I think you have a good
chance of getting this changed.

If there were a .africa TLD under the proposed IAHC plan, I would be able
to register my Canadian company in that domain. So would hispano american
rap music groups in New York City.
