root servers

This begs the question - if the volunteer root servers were to step down, and
CORE found their own, what would happen if some of the non-CORE registries were
to create their own, too?

How would root.cache files be propagated? Would it be a question of many entities
with root servers competing for cache entries?

Currently, BIND ships with a root.cache file that points to the existing
volunteer servers. Would Paul Vixie continue to preload BIND with the new CORE
root servers? As was asked before, could this be a vulnerable position legally?

We're really getting back to the question of "who is in charge?" Are there any
clear answers?
