Speaking with my brother yesterday (working for the ICRC in the area
of Central Africa, but not a technology expert), he pointed out
an additional problem: While a certain registrar may well have
been sanctionned by a government at one point of time, with an
overthrow of a government, the situation might change quickly.
In this light, a .africa domain indepentend of a "nation state"
that may not exist or may not be very stable is well worth
contemplating.
