colonial overlords are now being imitated by their former servants.
On the Internet, you don't get much accomplished through rhetoric and
veiled threats. Just ask the question straight. For instance, send this
question to IANA:
If Internet users in Rwanda, Burundi, Zaire or the Congo
were to form administration committees to operate the
national TLD in each country, would IANA move the delegation
for the TLD to such a committee?
If so, what criteria would IANA use to determine whether
it would, indeed, give the TLD to the management of
such a committee.
You can reach IANA via iana@isi.edu but be prepared for it to take a week
or so to get an answer because there is a major Asia-Pacific region
