It ought to be a MIME content-type.  HTTP != HTML.  VRML is not a protocol
and it certainly isn't a category of organization.  An organization
running an Internet site is unlikely to use that site only for serving
VRML pages.  They're forced to either register under some other TLD as
well (a Bad Thing, IMHO) or forgo registering under .vrml.

There's an additional problem with this and ".home" with its "NO
COMMERCIAL USE ALLOWED" stipulation: how do you propose to enforce it, 
especially in an international and possibly shared-registry environment?
