Yes.

they are playing wait and see.

Every registrar is free to charge whatever they please.  NetNames will have
a fee, but will offer value-added service.  Other registrars may operate as
if the domain names were a commodity value.  They will probably have low
prices.

Soon, I hope.  Within the week is my guess.

Don't know exactly.

The CORE registry has to be built.  Many people are working on that.  I am
guessing late fall.
