This is price-fixing and is probably illegal

This won't work because many registrants don't have their own nameservers.
NetNames, for instance, has about 15 domains of its own hosted on our
servers, but we have thousands of our customers domains

That's a decision for CORE (the blacklist).  If NetNames becomes a
registrar, we will probably ask for payment up front except from customers
with whom we've worked in the past.  I think this is standard operating
procedure for most businesses -- build a little trust, then ease payment
terms.
