>From what I understand the Justice Department inquiry has indirectly
caused NSF to ask NSI NOT to any any new TLDs to the roots during the
investigation.  This sounds rather like intervention to me.  The gTLD
cannot get it's TLDs in the roots at least until the investigation is
closed.  This was reported by Reuters.
