Dear Sir,
I'm not sure whether this is a reply to your statement or a further
question. A similar idea was raised a couple of years ago with respect
to a refugee nation, or at least a unit spanning geographical area and
representing community of interest and experience. So there are further
applications for your question. I believe the ITU administers the
ISO-3166 list from which the country TLD system is derived, they would
probably be those best able to reply.
