I think it's funny how Perry et al (T.O.U.S.) continue to claim that
everything is on track with their IAHC/iPOC/POC/PAB/etc. plan.

For a definitive answer, we need only look as far as their own URL:
        http://www.gtld-mou.org/docs/apply.htm

"Applying to become a gTLD Registrar (Preliminary Information)

June 5, 1997: The application process for applying to become a
Registrar for new generic Top Level Domains under the aegis
of the gTLD-MoU framework is NOT YET OPEN due to administrative
issues related to the removal of the lottery process
(see related press release here). We hope to have the application
forms ready and posted here within the next week.

[next week - you've got to be kidding !!!!]
[do you know what MONTH this is ????]

However, for those entities who are considering submitting
applications to become a Registrar, shown below is a near final
draft of the planned application form, containing the expected
necessary criteria therein.

NOTE: This application form is a draft, subject to change, and
cannot be submitted. "
