Competition between new registrars

Hi,

I am representing a body who may wish to become one of the new gTLD
registrars, I have a few queries:

28 new registrars worldwide, 7 per region

Are the new registrars going to compete worldwide or are they going to be
just authorised to register domains entities in their own region??

Also, is there any profile of the preferred organisation type to apply e.g.
public body, ISP, Web services company, Government Dept etc? Are there
qualifying criteria published anywhere?

I mean its fine to say we'll take our 10,000 dollars if you have 300,000
liquid,  insurance and if you'll sign away all your rights, but in return
I'd like a guage to assess the probability for success, or at least to guage
if my client is in the ballpark!!!

Anyone else have these requirements?
