We have a choice here between people getting government assigned
monopolies on registration in a given TLD, and allowing open access to
a given TLD with only a very minimal imposed infrastructure. In this
context, the latter is far more free than the former. Unfortunately,
some minimal structure to permit the open access needs to be imposed,
but it is very minimal and non-onerous.
Anyone who feels that NSI or others having a government assigned
monopoly on a given TLD is more "free" than having open access to
registration in that TLD free of price fixing or any but the most
minimal of policy controlls is entitled to their opinion, but if they
insist on expressing that opinion in public they can expect it to be
disputed. Only in the Ministry of Truth's wildest wet dreams would NSI
retaining its monopoly be called "Free Market"...
