ps.  My original posting went to a broad range of mailing lists because
Cook posted broadly.  My posting showed the lists it went to but made only
domain-policy valid for replies, since that has become the proper venue for
the general discussion.  This was an attempt to keep a single thread from
showing up on multiple lists.  Unfortunately, a number of responders have
worked around that.  This note, again, tries to move things back to a
single list.
