28 Registrars and Questions

Hi,
I have a few queries wrt the 28 new gTLD registrars proposed in the initial
round of allocations.
1. Will the registrars compete world wide against all other 27, or just
compete against those other registrars in their region?
2. What kind of organsations are favoured as the new registrars? I have
downloaded the form and basic criteria for selection are given it it such as
capital reserves, number of employees, insurance etc, but it doesn't specify
preferences or weightings for business type, public or private organisation
etc. I mean is there a wishlist of qualifying criteria which are weighted in
the selection process as happens in all other similar processes I have been
involved in??
3. On a related issue, does anyone know if there is favouritism towards
existing national second level domain registrars? Is there favourtism
towards applicants from larger countries or states? Is there a preference
for or against access providers? or Web services companies?
4. Does the October 15th deadline still stand for submission of the forms?
Does anyone else have problems with the information on these issues?
