Unfortunately we will not be able to send a representative to the Munich meeting.
We did not believe it would be appropriate to send a representative since we do
not intend to be a gTLD registrar. We do however plan on providing engineering
services to gTLD registrars. Since Munich appeared to be a CORE only meeting,
we did not plan on attending. Now it has turned into a technical discussion,
which we would very much like to participate. I believe we have a lot to offer,
and we also have a stake in this. I would be a bit chagrined, after having
participated in this process since the beginning miss the most important meeting
of all with regard to the requirements and design work. At this point in time,
it is entirely too late to make arrangements to have someone make this meeting.
We may be unique in our position, but certainly we are very impacted by the decision to
turn this into a technical meeting. We would like to know how we can begin to formally
get involved in the process of the shared registry development. We have been involved
informally with this process but frankly I think it is time to start some formal meetings, and
as you have noted there is not much time. Unfortunately, some of us have been saying
this for months, and it very frustrating to see the entire process informally limping
along with all of these informal meetings. There was an attempt to form iCORE
for that purpose, however it met with too
much resistance. At this point in time, we must live with the consequences of our
collective inaction. As Brooks stated "You can't get 9 women to have a baby in a month."
We probably won't make the April 1st deadline if we maintain a totally open process.
Having had lots of project management experience, I would argue that you are
already too late. Of course, if you pull in some heavy hitters, who have the
resources to develop a system quickly (proprietary and not very open),
and we start developing a transition plan to intercept that April 1st date with a reasonable
transition time frame, then you may get to the date you wanted. I have my doubts to
how open that system may be. We had made a suggestion in KL that iCORE be formed,
since the way the process was set up, we have a chicken and egg problem. We can't formally
begin technical discussions until we have CORE, if we wait for CORE to be formally created,
it will be too late for CORE DB to begin operating as a shared repository, to make the April 1st date.

(This note repeats the background information of a previous note, but adds
the firm logistics detail. d/)
This Friday, there was to be a formal meeting of those gTLD registrars
whose applications had been approved. That meeting has been postoned for a
short while.
In its place, there will be an informal meeting of those interested in
discussing the technical aspects of a shared repository. This is an open
meeting. However it will be very tightly focussed on the requirements and
design work necessary for achieving a shared repository quickly.
The meeting will be:
Time: 13:00-16:00,
Location: Lindau Room, IETF Sheraton site in Munich
Participation: Is open to all interested parties
Agenda: Begin requirements and design discussions for
near-term (January, 1988) operation of a
shared gTLD registration repository data base
