Who said anything about applicants? The sentence reads:
'The MoU has attracted just four "qualified entities"'
Nothing in that says anything about applicants.

More than you do. You tried to peverse it. And almost succeded had I not
noticed what you were saying.
But of course. .... your not speaking with Authority are you ... just
personally. Is there ANYONE out there taking RESPONSBILITY FOR THIS? Or do
we sue Arthur Andersen and Co ??
