Facts:
    June 10th     NSI asks NSF about adding new TLDs
    June 25th     NSF requests that they don't
    July 10th     NSI asks if the previous response was
                  a request, or a directive.
    August 11th   NSF confirms that it was a directive,
                  as I've stated above:
