Additionally, PAB rules are such that there is a 2 week comment period,
looking for dissenters. There was insufficient time in between Kevin's
final draft, and submission date. Yes. Kevin could have written faster,
but he does have other things to attend to (clients, wife, silly things
like that). Remember, everyone, we are all volunteering our time in some
way to work these things out.
