There is widespread agreement that there will be a "land rush", with
a huge surge of applications on the first day.  This gives all the 
profits from the land rush to the initial registrars.

Arthur Anderson's involvement is verifying that the registrars 
comply with the stringent financial requirements.  If the only 
requirement is a wire transfer of $1,000, we don't need Arthur
Anderson.

Personally, I can't see why Arthur Anderson is involved anyway, 
but ...
