Whoever was writing seemed to be assuming that CORE and the registrars
were different entities.  They aren't.  CORE is the set of all 
registrars.

Well, there are a lot of different flavors of non-profit organization.
Usually it's not that they can't make a profit; they are non-profit 
because they can't distribute profits back to shareholders.  Any profits
may or may not be taxable depending on exactly how the non-profit is
set up.

I am personally aware of one or more organizations in similar circumstances
that are encouraged to keep prices up by certain members.
