Simply reorganize CORE along lines similar to Nominet.  This would 
require

*	recruiting a good manager (difficult under the circumstances)
*	opening up the membership to virtually anyone (including any
	IPR lawyers or telcos willing to pay the fee; why not?) 
*	actually beginning business

I know how horrifying that third step is but ...
