  My meaning of the INTERNET COMMUNITY is any and all users or Domain
name holders.

  It was done for our last presidential election nationally.  It can
also be done World wide for the internet community.

  True.  But they are all a part of the Internet community.

  That is not that difficult of a task.  It was done, as I stated 
above for our national election.  It can be done for the world 
Wide web as well.  I am preparing a plan currently on how this can
be accomplished.  Stay tuned for details.
