The term used in the articles that legally define CORE is "the
Executive Committee".  This led me to believe that it is a 
committee.

Yes.  That is an error.  It would be far more sensible for CORE
to have full-time staff and run their own business.

I see.  CORE is not capable of hiring such people?

The world has at least one working model of a shared registry, Nominet.
It is run by an Internet professional, Dr W Black.  Its costs are
embarassingly low.  It has had no significant legal problems.  It has
420 or so satisfied owner/members.

It is a pity that CORE seems to be intent on copying NSI instead.
This decision implies a serious risk of high costs, legal problems, 
and dissatisfied registrars and users.
