A majority is a necessity for consensus, but I don't think it's sufficient.
To me, consensus means that there every serious objection from every
interested party is answered, or at least negotiated away. As groups become
larger, eventually it becomes impossible to do that, and majority rule
becomes the best approximation (as long as processes are set up in advance
for minority protection).
