Paul,
Normaly and under a more open system other than the gTLD-MoU,
I would compleatly agree with your assesment here. But it has
not been made difinitivly clear in the gTLD-MoU that TLD's
on demand in their perposal will be allowed. Infact much of the
language indicates the oppisite. Of course until CORE is
compleatly formed and POC as well. This under their plan remains
an open concern.
Other RSC's would provide some relief here I believe, but unless
those TLD's are allowed in the Root their relief will be limited
at best in the short run.
